To work across Greater Manchester at strategic and operational levels to maximise Youth Employment across a range of initiatives and programmes.

In particular, to lead the coordination and effective delivery of the GM Commitment to Youth Employment.




  • Maintain an excellent understanding of policy relating to Youth Employment and to act as a GM focal point for this.
  • Liaise with providers and partners across GM to encourage synergy between initiatives for the benefit of GM’s young people and businesses.
  • To play a role in influencing the youth employment offer across GM where opportunities arise.
  • To support local authorities and partners with local youth employment policy and initiatives
  • Support work of key partners to encourage the alignment of mainstream and discretionary funds to support the delivery of youth employment initiatives.
  • Support opportunities for GM to bid for funding to support youth employment.
  • Undertake effective project coordination of the Greater Manchester Commitment to Youth Employment, ensuring all activities and elements of the programme are effectively implemented to maximise benefit for GM’s young people and businesses.
  • Manage systems and databases to ensure the GM Commitment programme can be monitored, performance reports can be produced and quality can be assured.
  • Manage marketing and communications of the GM Commitment to maximise employer and provider engagement, including the management of marketing specialists/consultants as necessary.
  • Ensure that the programme is effectively promoted and embedded across the partnership, and that it has an effective communications, marketing and PR strategy.
  • Provide advice to external partners, including Providers and Councils, on how the GM Commitment works and how they can engage and support its aims.
  • Ensure the efficient implementation of the GM Commitment project.  Specific tasks include:
  • Verification of claims and supporting evidence, liaising closely with Salford City Council
  • Undertake quality assurance reviews/audits by conducting visits to employers and providers to assess quality and performance from both a qualitative and quantitative perspective
  • Collation of MI reports for GM programme with required input from providers
  • Implementation of tracking  and surveys to measure distance travelled / job sustainment – reporting to AGMA, WLT and at borough level
  • Work closely with providers, Councils and key delivery partners to ensure they meet their commitments, identifying areas of underperformance and putting in place actions to ensure targets and expectations for quality are met
    • Provide regular reports on the progress of the GM Commitment to Youth Employment, its achievements and areas of concern, in order that appropriate and existing partnership groups can be kept informed.
    • Lead on or support other corporate and policy areas as may be agreed with the Director of Skills and Employment
    • Support work of the Skills & Employment Partnership by taking on pieces of work as appropriate and by submitting reports to the Partnership as necessary.
    • To attend and/or Chair/convene sub regional group meetings as necessary and appropriate to the role.
  • Performance monitoring to ensure project targets are met for each local authority area, specifically monitoring take up of apprenticeship places in each local authority area, managing the flow of starts to enable targets to be met, but not exceeded
  • To be responsible for the coordination and issuing of grant agreements in liaison with Salford City Council.
  • To be a single point of contact for provider enquiries

Knowledge and Experience

  • Excellent understanding of business needs, particularly in relation to recruitment and skills.
  • Experience of working with businesses to meet recruitment and/or skills needs.
  • Proven track record of effective implementation of employment and skills programmes, particularly for young people, with experience of operations and delivery.
  • Experience of working within a learning provider or college, or experience of working closely with colleges and learning providers.
  • Understanding of the funding environment in which providers operate.
  • Experience of working in a complex partnership environment involving stakeholders from across the private, public and third sectors in an employment & skills setting.
    • Experience of managing and monitoring budgets.
    • Knowledge of the policy environment relating to youth employment and skills.
    • Proven ability in establishing and maintaining professional, positive and effective working relationships with internal and external colleagues, taking a proactive approach to managing these relationships.
    • Ability to achieve results and outcomes.
    • Ability to deliver work requiring attention to detail.
    • Demonstrate a creative approach to problem solving.
    • Good understanding of risk identification and management.
